After the search for Whisper Owen and her 8-month-old daughter came to an end, the family is criticizing law enforcement for not taking their concerns seriously and for the lack of cooperation in the investigation.

The bodies of a missing Elk Grove mother and her baby were found underwater Sunday in a Central Valley canal, according to volunteer divers. Whisper Owen, 36, and her 8-month-old daughter Sandra McCarthy were reported missing in July. They were last seen near Fresno on July 15.
