FORECAST: Tropical Storm Watch issued for Outer Banks; heat builds back into the Charlotte area

Hurricane Erin has reintensified into a powerful Category 4 storm, with maximum sustained winds reaching 130 mph (215 kph), the US National Hurricane Center said early Monday.
